I'm going to add a new WIC-1DSU-T1 on the router. There's another WICIT in this router going to the same ISP. Since it doesn't support "hot swap", I'll have to power down the router to add the new WIC. Once the router is back up and in config mode, can I just copy the config of S0/0 to S0/1 and add the correct IP address to S0/1? Q2= Can I just enable "ip cef" for load balancing? The ISP does not support multilink.

Yes to both; however, I would shut down the S0/0 interface as a precaution before copying the config to S0/1 interface.
