Installation of Programs

Is there a way that I can allow users to install programs without making them a member of the Administrator group??

I've changed the permissions for the relevant sections of the registry which I want to allow users to be able to change and which sections I don't want them to be able to change but the majority of problems say that you must be part of the "administrator" group to install programs.
