Insert cut cells command

A user assures me that sometimes the right click command "Insert cut cells" does not always insert new rows, but sometimes overwites existing data. Anyone else come across this?
 
"Paste cut cells" usually - and as described in Excel help inserts new rows into your sheet, you don't need to select a cell range in which to paste, just click on a cell above the point at which you want to put the new rows. This is different from "Paste" which needs you to select a cell range and will overwrite the existing data.
