Inputting VAT

I am modifying a data base to work in the present rate of VAT 17.5% but will need to change to 20% in the near future. As far as I can see the only ways there are to store a single value is to store it as a default number in a control or as one number in a table. The number in a default value would need a change the in the properties of that control when the tax changes, something I would not expect the user to do.
The single number in a table might do it I am not sure how this would work in practice.

Am I progressing along the right lines.

PS I don't want the user to have to fill in VAT for every entry and a combo box seems rather cumbersome.
