when I create an inline view in a select statement, is that view then stored in the database somewhere?

Do you mean a derived table.
No.

Cursors are useful if you don't know sql.
DTS can be used in a similar way.

If you're talking about something like the following, then I'd have to say no:

SELECT * FROM
(SELECT col1,col2
FROM tbl
WHERE col1<>3) AS InlineView
WHERE InlineView.col1>3

If you want it to, use a temporary table.
