Description:
NSPI Proxy cannot contact any Global Catalog that supports the NSPI Service. New clients will be refused until a Global Catalog is available. After a Domain Controller is promoted to a Global Catalog, it must be rebooted to support MAPI Clients.

At the time I'm not sure if the GC's where able to be contacted as I had just turned all servers back on. I believe this is why the Microsoft Exchange System Attendant failed to start [this time].
But this has happened before where the IS failed to start even with the GC's up and running.
