Information store size not decreasing

I have a huge private store of 14gig on Exchange 5.5. Users have deleted many emails and their individual mailboxes have decreased their mailbox size considerably. Problem is that the priv.edb size continues to remain at 14,276,616 KB. It does not increase nor does it decrease. I am very certain that we have got it down to about 9gig because of all the emails we deleted but the priv.edb stays the same. Please help!
 
Keep in mind:

To do an effective offline defrag (eseutil) you need 110% of the size of the db free on the drive you are on. I believe you can set the defrag to write the new file temporarily to another drive and then move it when it's done.

Not to mention it will take a long time if you have a large db. Have fun and plan well.
 
I ran this on our 13Gb private store file and I got no space back whatsoever.

Im still working on the problem, and have since:-

1) removed the tick from "do not delete private store until full backup has been performed" since our backup has not worked for many months.

2) Removed the option to keep all deleted emails for 90 days

3) Ran the online IS Maintainance which now reports in the event log (filter for event 1221) that there is 2Gb unused space in the Private store, which is not much, but I am hoping that when I run the offline defrag again it will get that space back.

4) Discovered that deleting stuff out of each user's 'Journal' folder within Outlook reduces their mailbox size. Now got to work out how to stop journal from recording every time an MS Office file is opened

5) Enforced strict limits on EVERYONE'S mailbox (finally been allowed to, a bit too late though)

6) Been looking ALL day on this website for answers.

mtacheck: The Mtacheck utility scans the internal database of the Microsoft Exchange Message Transfer Agent (MTA) looking for objects that are damaged and may be interfering with the queue processing. It places defective objects from the queues in files for you to examine later. In addition, Mtacheck rebuilds the queues so the MTA can be restarted and return to processing.
edbutil: Please do your research on this for switch usage.
