Incompatible Destination

We have an IPO500v2 rls 9.0.845. The customer upgraded from 8 analog trunks to an ATT PRI 23 Channels. The system was programmed for NI2, ESF, B8ZS, incoming digits 4. Created the ICR with the destinations to 3 digit extensions 5410 model phones. Every incoming call is blocked but we can make call out. Here is what we get from the Monitor:

Do you have a Incoming Call Route setup?
LineID = the incoming line group ID of the line the calls arrive on
DID = 7145073567
Destination = a group or extension
 
Yes we setup the ICE with the full 10 digits destination is a 3 digit extension.[ignore][/ignore]

 
The trace looks a bit short...

Does the Incoming ID on the Line match the ID your using on Incoming Call Route?

Make a default ICR and see if you can receive calls. If you can, then it's definitely your configuration.
 
We did the default ICR and no calls will come in. I took a system from our test lab and it works. It seems ATT configuration is correct for inbound and outbound. Something is missing in my config. Here is the latest test results: The PRI is set for group 0 for inbound and outbound.

It doesn't even seem to try to match the ICR.

Success!!!!!!! In the ICR we added Unites States (English) to the Locale and now the calls are coming in. I have never had to do this on any IPO500 before. It was suggested we try that and now all DID calls are coming in. Thanks to all who supported!

 
What's the Locale set to under System?

I should use those settings if it's blank.
