IIS requires reboot to use new system environment variables?

Hello,

When I add a new system environment variable on my Win2K machine with IIS 5.0, it appears the new environment variable is available to my CGI Perl scripts only after I reboot the machine.

Even when I stop the IIS services (Admin and WWW) the new environment variables are still not available to my CGI Perl scripts. It seems I must reboot the machine.

Is there any way around this?
