IIS on XP Home Edition - Please Help

Hi, I bought a new laptop (Toshiba 1415-s173)which came with XP Home Edition. The reason I bought is to learn .NET (C#). Now I came to know XP Home edition doesn't have IIS or PWS.
I truly appreciate any advice to overcome this.
1) Is it better to upgrade to XP-Pro, how much does it costs.
2) Format & full install XP-Pro, how much does it costs.
3) In Xp_home, try to tweak some files to run IIS - is it easy and is it safe.

In some respects the Home Edition has fewer capabilities than Windows 98/Me and one must upgrade to the Pro version (and pay noticeably more) to get them. They include:

Login into a Windows domain server (Windows NT, 2000 Server) on a local area network.
Personal Web Server. The Pro version has Microsoft's Internet Information Server which has a much more sophisticated web server than the Personal Web Server plus ftp and gopher servers. The IIS web server can run on the Internet."

Upgrading to XP Pro would be cheaper than purchasing a full version of Pro. You can use the upgrade version to do a clean install as long as you have a CD of a qualifying product, such as 98, ME or Home.

1) Is there any free upgrade site where I could dowmload.
2) Can I get XP-Pro upgrade from my friend and install it.
3) Where can I buy the upgrade version & approx how much it might cost..

If you use a friends version of XP Pro, Microsoft might get a bit cranky and you'll have all types of activation and piracy problems.
