IIS not working in XP Pro

I need an XP IIS expert who can help me successfully set up IIS on Windows XP Pro? I'm going crazy trying to get XP Pro to serve web pages for my local development environment. I can not start the IIS admin service on my Local Computer. I get the following error message: “Error 1068: The dependency service or group failed to start." Also, in the Services window, there is no longer an indication of the "World Wide Web Publishing" service at the bottom of the Services list.

Please keep in mind that I upgraded a Dell Dimension 4550 2.56 ghz system which originally came preloaded with XP Home addition. Prior to installing the IIS service, the computer had the entire McAfee Firewall, Virus Scan complete Security Suite installed. After Installing IIS from the Windows Pro upgrade CD by going to Add/Remove Programs Add/Remove Windows Components then selecting IIS, all components seemed to install fine. I could not get the system to serve even the localhost default website.

I tried to figure-out if there were dependant components missing causing the problem. After some playing and turning on and off various services to no avail, I decided to add the FTP feature add-in to the IIS Server setup. Ever since then, after multiple removals of all IIS associated folders and components in Safe Mode, as per Microsoft IIS support, and after multiple re-installations of IIS, I continue to get a Error 1068 when I attempt to start the service. I still can’t get the “World Wide Web Publishing” service to come up in the Services window. PLEASE HELP, I'm about ready to can XP and go back to Win 98.
