IIS Needs Internet Connection?

When I try to view local pages through IIS it will not do so Unless I am connected to the Internet. How do I change this? OpSys is XP Pro
 
Edit the 'hosts' file located at '(WindowsDir)\System32\Drivers\Etc\'. Specify the ip of the computer/server running the site followed by the url. e.g. '10.0.5.6
If you're running a proxy server, you must also specify under 'Internet Explorer -> Tools ->Internet Options -> Connections -> Lan Settings -> Advanced (Use a proxy Server) -> Exception' and specify the url. e.g. '
