IIS and PHP

I am running IIS, W2K server and PHP. When the computer haven't ran scripts for some minutes PHP has a longer startup time. After the first time of running a scripts (after "sleep") the scripts have a fast startup time. I have checked the energy settings in the control panel and saving is off.

Any ideas of what´s causing this?
