IIS Admin won't restart

We have a Windows 2000 Server running Exchange 2003. The IIS admin service won't restart and it more often takes a couple of restarts of the server to fix the issue. AFter the failed restart a number of IIS admin dependant services are "starting" but never start. Such as NNTP, SMTP and others. No errors to report.
Other non standard software on this server includes:
GFI Faxmaker for Exchange
GFI Mailessentials (Anti-spam)
Trend AV
Any ideas much appreciated.
