IE losing proxy settings

Several users on our w2k network are having IE 5.5 problems. Initially I thought there might be a Group Policy which is unchecking the 'use proxy server' box in IE, this has been happening to several users for the last month or ever since AD was implemented here. But it turns out there is no such policy being applied here. Our Norton defs are upto date and I have run scans. Any ideas would be great.
