Icon Color depth 'out of whack' 16 colors, weak...

I'm only getting what appears to be either 16 or 256 colors in Explorer Icons and on the Desktop and in Quick Launch Etc. I just noticed ALSO in MS Access, !!!
What is this... an MS specific glitch...OH man, give me a break. (not like it'd be the first time.)

As a graphic designer, I know the color settings of my machines inside and out... but this one is stumping me.

1. Obviously, I have ensured that 'Display icons in all possible colors' is checked (Although the factory default is even higher than 16 of course), and that the Display color depth is 32bit 'truecolor.'
2. All programs have the full 32bit gamut, EXCEPT, seemingly Explorer / Access / (and all related shell windows, like 'Open' etc.)
3. I had all colors displaying after a clean install... but something has gone awry since then.
4. I have SP4 installed, but I can't place the exact moment I noticed the icon color problem.
5. I fiddled w/ a reg setting from another forum (Don't rem. what) that was intended to help... but no dice, (something like ...> Desktop > IconDepth)

Does anyone know where I can find settings related to Icon color depth in the registry, or have any ideas as to what program, or glitch might be causing this?

Thanks in advance... I'll gladly assist anyone with Adobe software / design questions/ Shuttle XPC questions, as I am knowledgeable there...

Have you tried reinstalling the latest video card drivers?

I sure have, in fact that's always the first item on my troubleshoot list, and thanks for the impetus... I did in fact find a driver only 3 days old from Matrox!

However, it did not resolve the icon color issue. Boo-hiss.
