I have a new pc here with windows 98, need all upgrade patches 1

There appear to be sequencing issues for such patches. Some have to go in before others. Others are cumulative patches making previous ones obsolete. What you want to do may not be adviseable nor made easily possible by MS.
Goto Start>Settings>Windows Update.
Make sure to to check-off and install all the critical updates first.
There are other Win98 updates pertaining to drivers, etc.
