I have 2 sites connected by a 256kb leased line, ISDN is in place in the event of the leased line going down. Can I do some kind of notification that would tell me if the ISDN line came up? router are 1700's.

SNMP Traps would work, but you would need the client software. Or you could setup a SYSlogD and have it set to email you or something when it receives certain text..

So in theory with syslog I could set it up to send info when the bri0 interface came up? and went down?
 
Absolutely.. with the right Syslog server application. For example, Kiwi Syslog will send and email and/or a page on whatever event you specify. Linux has the same functionality
