I get this Error Messagge by web

When I had an issue with CRAXDRT, I had to go into my computer's (also the web/Crystal server) Settings->Control Panel->Administrative Tools->Component Services and Add a new COM+ application with the title of Crystal Viewer (I dont think the title matters much) and add the Craxdrt.dll file to the component.
I'm not sure that I was getting the exact error you are, but it's worth a try.
