I cannot run aspx and asp files on Windows 2000 server. There is ISS 5.1 installed. The respond is "The requested URL /localstart.asp was not found on this server." Although appears to run OK. Here is more info as well as I can it present:

1. Internet Services Manager indicates "Default Web Site (Stopped)". When I try to start it,

it says: "Address already in use."

2. In the "Personal Web Manager" window - Main, it indicates:
Web publishing is off. Your home page is not available.
Button "Start"
Your home directory (no home directory is shown)
The "Start" button does not respond, no reaction.

All data under "Monitoring" is turned off (inactive, not running)

3. Server is started.

I tried to create a project. I got the following message:

The default Web access mode for this project is set to file share, but the project folder at ' cannot be opened with the path 'c:\inetpub\ The error returned was: Unable to create Web project 'Appl'. The file path ''c:\inetpub\ does not correspond to the URL ' The two need to map to the same server location. HTTP Error 404: Not Found
What would you like to do?
Retry using different file share path
Location: c:\inetpub\ (can browse)
Try to open the project with FrontPage Server Extensions
OK repeats the same message.

HELP: Can anybody explain me what is the problem, and what can I do.
