I am trying to modify an INF file for a printer to look to the C: drive for drivers rather than A:

I have placed the INF file in C:\WINNT\INF and the drivers in C:\TEST. Whenever I plug in the printer the INF file looks to A: instead of C:\TEST.

By changing the relevant section in the INF file (below) I can modify the path but not the drive (looks to "A:C:\TEST"). Any ideas?

1=%Label1%,,C:\TEST

If I remember correctly, I think %Label1% just pulls a variable from the operating system. Could that be where the "A:" is coming from? Have your tried removing the variable altogether, so the line just reads something like 1=C:\TEST or 1=C:,,\TEST ? Might be worth a try...
