if you review 5L Cert Guide Installation & System Rec pdf file Chapter 4. That entry means the rc.boot with parameter 3 executed. Parameter 3 means rootvg sycronized, mirrord started ,/tmp mounted and among others.
Note : entries in the /etc/inittab are position dependent
