Huntgroup Overflows Too Fast 406v1 3.1-3.2

Have many groups setup to overflow to subsequent groups, then back to the original VM of the first group on no answer. The first group has a no answer timer of 23, overflow at 21-queueing is off.
The first group rings 4 times ,overflows after no answer to second group-which rings once and overflows to the next group. Of course, 1 ring isnt enough for the second group to answer.
