HTTP Error 403 403.6 Forbidden: IP Address Rejected

I have Exchange 5.5 SP4 running on NT 4.0 with OWA installed.

When I try to access using OWA, I get the following message:

403.6 Forbidden: IP Address rejected. I checked in the IIS console and no ip addresses are restricted.
