HTML e-mail linking in Outlook 2000

Hi all... my company sends out HTML e-mail on a regular basis, and one thing that we've noticed is that when you click a link in the outlook e-mail preview pane (so that it opens IE or Netscape), it only brings the browser to the front the first time you click.

so, to paraphrase, if you click a link from an e-mail and it brings up IE, it will come to the front so that you can see it. if at that point, you leave that window open, but switch back to the outlook e-mail & click another link, this one will refresh the open IE window in the background.

is there a way to force outlook to change the focus to the browser every time a link is clicked? that would be really helpful. i've tried "target=" tags, but those simply open multiple windows.

IF you set this registry key it will make the active window come to the foreground. (WINDOWS 2000)

that would work great on my local machines, but i'm afraid i need to be able to make this work for anyone who might receive the e-mail... is this possible?
