HP ZD7010US Laptop

I have a very strange problem with a HP Laptop. If I hit the arrow keys, i get "c"'s typing. I have formatted and re-installed XP Pro, and I get the same problem. I know it is probably my keyboard, but don't be so sure because I had the exact same model, purchased the same day, do the exact same thing and replacing the keyboard did not fix this either. Any Suggestions?

Check your language and keyboard settings.

You probably need to deactivate the function key (fn).
 
Fortunately the laptop was still under warranty. I believe this is an issue with the HP ZD7010US model. The keyboard and motherboard was replaced. The issue was remedied.
