HP 4000 13.1/13.2 Error

Sorry for the cross post but I posted in the HP Printer section and have not received any suggestions and I'm trying in the broader forum to see if anyone can help. I'm kind of desperate!

I have a Laserjet 4000 that I am working on. It will not read paper out of tray 2 (the large tray under the printer). When it was attempting to feed paper it would give a 13.2 error (jam) and paper would just be starting to feed. Mostly it gives a 13.1 error. I have replaced the drive gear assembly and just replace the complete paper feed assembly (rollers & all)in the large tray. I hear the selonoids activating when it is told to print or a test page is requested but gears do not turn to feed the paper (they do move easily so it does not look like they are bound up). Tray 1 works fine all but slow and with limited paper reserve. This problem seems to have been going on for about a year before I inherited this problem. The printer has about 1.4M prints on it. Everything seems to be properly put back together & wired correctly, so what am I missing. It seems like a timing issue (maybe) or someting may be bound up that I'm not seeing or is it a sensor that has gone bad? The only thing I have not tried is a new toner cartridge because I do not have one but like I said, tray 1 works. HP & all the sites that talk about this error have not been of any help except for saying to replace the parts I have already replaced. Anyboby have any suggestions, help or advise (no I can not throw it out the window as much as I would like to). This one has me stumped!
 
You may want to take the whole manual feed assembly off to see if there is anything stuck behind it. Normally you can see anything in there unless you take it off.
