Howto allow user to move/resize object on screen with handles

In the IDE, when we click on a control, little squares appear around the control. (Are these called handles?)
Is there any way for this type of control to be provided to the user of a program?

We can always draw these squares and the dashed outline on the screen using Drawline, DrawRectangle, etc.
But is there any way of getting to the same system that the IDE uses?
 
Wow! That looks like a powerful system!
But it will take some time to digest all this.

That's what I thought at first glance. I've done custom move/resize objects with drawing lines, capturing the mouse position, etc. But it wasn't generic and it was only for controls which didn't logically have a click event which is normally handled--like Panels.
