How/where to create Clipper index file (.ntx) aside from Clipper

Hi!

I was asked to have a research on how to create an index file (.ntx) aside from of course Clipper.

Just to give you an overview, our database (.dbf) is frequently hanging maybe because of too much user. Our team's new plan to make a server program that would cater request from user and then this program will be the one to access the database... We're also not sure yet of programming language to use. but before we face it, we want to know if there's any other way to create an index file or re-index file aside from the CLIPPER. From there maybe, we could proceed to the next step of our plan.
 
There is a product called CODEBASE, a library for C,C++, C#, Delphi, Visual Basic # and Visual Basic I believe which allows you to (re)create many types of indexes including NTX.
