Basically it forces the call to look at the toll analysis form first (before ARS). The strings defined in there are restricted. It can get a lot more complex than that and is a bit of a minefield. Its most common usage is in hotels where the attendant or the PMS activates Toll & Toll deny and forces a station with a client room COS to reference that form.
