How to support cyrillic character set in Remedy ARS?

We are currently setting up an ARS installation which will also be used by people only familiar with Russian language. For this we would need an Remedy ARS installation where cyrillic characters can be entered, are correctly stored in Oracle and can be retrieved again. In our tests up to now we only get rubbish back, although we think that Oracle is configured correctly. Does anyone have experience in this field?
