How to start Remote Desktop Help Session Manager on remote clients

We have 250 remote sales users that have XP on their Laptops
They use VPN to connect through a private radius server. We sent these boxes out thinking that we would use a third party app for our Help Desk to connect to them. Now we want to use Remote Desktop. The problem is I can't start the service RDSessMgr remotely because the users don't have admin rights over their machine.
Has anyone had this problem to overcome before or can help me sort this out?
