How to share programs w/ multiple user profiles on same machine?

I have several applications that are available on my machine that I would like to be able to share with other users on the same system. The problem is that only some of my applications show up in other users profiles. If I wanted (for example) all users to have ICQ available to them, how do I make it available? Does each user have to install it under thier own profile?

 
Are you using NTFS? If so log in as ADMINISTRATOR, right click on the application and choose SECURITY. Now you can ADD anyone you wany to use the application. Choose either groups or individual users. James Collins

You'd have to drag short cuts to the programs you want these other users to access to \Documents and Settings\All Users\Start Menu\Programs
Copy these short-cuts over from your user profile.
Make sure your users actually have the right permissions to launch the apps. you have in mind.
