how to set the designer permissions for a user

I created an user in supervisor and that user do not have permission to import or export and he could not even edit the connection.please explain me in detail.

You should take a look at the different roles that are available:

Supervisor
Designer
Supervisor - Designer
User Versatile

This will enable default settings which will probably cover what you need.........

(Right-click on user and then 'Set profile to ->'

You can check with that security commands for editing connections
In the Configuration tab, double click on the DESIGNER, you will see the commands and you can enable or disable them
