niara - is this a domain, workgroup or standalone machine?
If 2k domain - you need to use Active Directory (and Forum96, 2k server forum would be more useful for you)
If its workgroup/standalone, have a look at local group policies (run gpedit.msc).
User Configuration|Administrative Templates|System|Run only allowed Windows applications may be useful (have a browse trough what's available). Also, look at
to prevent locking yourself (as Administrator) out too.
Also, you can edit their start menu to remove entries and set permissions (assuming ntfs filestore) on the program files folder (and all its subfolders - except perhaps Common files) to deny this user access.
