How to set access to DC

Small office here...We have a DC that runs SQL and IIS.

I've purchased additional license for terminal server so that more than 2 people can log in at the same time. I set the mode to application mode.

How do I make it so that developers and dba's can remote desktop to it and still have a lot of power and priveledge without adding their user accounts to domain admins or administrators?

In AD there should be a builtin group called (something like) "Remote Desktop Users". Add the AD users to this group instead of any Administrator groups and they will have access to Remote onto the server.
