How to set a Global Message Limit on all mailboxes

I'm looking for the easiest way to set a message limit of 6 or 7MB for all internal mail. I have an Exchange 5.5 SP4 machine. Is there a way to do this globally other than just mailbox by mailbox?
 
Actually, I think I've misunderstood your question. I think you want to limit the maximum size of any given message. If that's the case, you want the MTA Message Size Maximum setting, on the general tab of the MTA properties. Again, it's in KB.
