How to replace a power supply & controller card

I want to know the correct procedure for shutting down an IPE shelf so I can replace the controller card and power supply. the shelf is loaded down with digital phone cards. Am i supposed to disable the digital cards first and then kill the power in the shelf or am i supposed to disable the controller fist. I'm a little confused. And how about powering back up?
Are there any switches on any of the cards that I need to flip on/off? Thanks for the help.
