I would like to put the entire D drive shown on public folder in outlook, how can I do that.

What is on your D-drive ?
If you have a .pst file that you want to share on PF then you can either copy or move all your e-mail to a PF.

I´m not quite sure what it is that you want to do.

Unfortunately Public folders are for Messages, Contacts, Tasks, Calendars etc. It is not intended to be a shared folder for other things. It would be better to create a shared folder on the server (I recommend sharing a Folder under D, and putting your files/folders in it), and connecting to it via the Workstations by mapping a network drive (Z: for instance). It's also the most reliable way to browse files, maintain security, and manage the resource. Or, if it's SBS 2003, use Sharepoint and have users connect to \\companyweb to download and upload the files and more.

Good luck
