How to prevent multiple instances of an application?

Anyone know how I can stop users running mutliple instances of an application on the desktop? (for example, they open NOTEPAD then can't open another NOTEPAD).

This would also apply for DOS programs running under Windows.

Platform is win2k server (active directory), win2k pro desktops.
