How to open and close ports on Windows Server 2000/2003?

Can anyone tell me what method do you use to open and close ports on windows server?

I am having problems connecting to two 2003 servers on a LAN with TS in administration mode. It says "Client can not connect to server. The server is busy. Try again later."

If I run netstat -an it does not show port 3389.

The RDP-tcp connection is enabled under TSCC.

What am I missing?

Make sure you have Remote Desktop enabled on the two server. Right click on My Computer, select Properties, the the Remote tab, the check the box under Remote Desktop.

Is there anyway to manually open and close ports on servers too?
 
Ports are opened and closed by running a service. So, if you stop a service that run an application on a port, it will closed the port and if your start a service it will open the port.
