how to make a 3d model of this mirror frame? 1

I am trying to model a mirror frame, but this mirror frame have a lot os carved flowers in the wood. I am studing how to draw does carved flowers and shapes in 3 dimensions.
if someone could give me some hints how to do this kind of 3d models...please notify me and i will stablish contact explaining better my problem..

use the image as a displacement map and just model the basic frame w/o the detailing.
