How to inhibit or impede Internet connections

Hi all!!!

Well, I'd like to know how to inhibit(impede) Internet connection by another person. Does anyone know if there is any program(utility)that do it in Windows9x?
I'd like to know if there is any program that impedes by password, so that my computer will be used by another person without Internet connection.

As Nate mentioned, it is important to know what connection type you're using.
