How to impede dial-up connection to Internet by another person?

Hi all!!!

Well, I'd like to know how to inhibit(impede)dial-up Internet connection by another person. Does anyone know if there is any program(utility)that do it in Windows9x?
I'd like to know if there is any program that impedes by password, so that my computer will be used by another person without Internet connection.

As I understand it, you wish to allow another user to use your computer but deny them internet access right?
I have only used AOL as an ISP but I would expect others to be simmilar - they password protect internet access by default, therefore solving your problem as long as you keep the password secret.
Which ISP are you intending to use? My suggestions are what I would try myself. If incorrect, I welcome corrections to my rather limited knowledge. Andy.
