How to force routing through specific servers

I have a bridgehead exchange server (BH) and 2 remote WAN exchange servers EX1 and EX2.
All external inbound messages are received at the bridgehead server and are then to be routed to the appropriate remote exchange server. I have a routing group RGC connector from the bridgehead server for each remote server, with a Cost of 1 (each).
Messages received for EX2 are being routed from the BH via EX1 onto EX2. I have checked the RGC parameters and all looks fine. How can I force the routing to be direct and not via EX1 to EX2.
