How To Fix Access Runtime Installation ???!!!! 1

Facts:
- Access 2000 application packaged in Windows XP
- installs & runs fine in Windows XP
- does not install in Windows 2000 (Error:is "Setup cannot continue because some files are out of date on your system. Click OK if you would like to update these files now." If I do click update, the computer shuts down and restarts without restarting setup. This loop can go on forever.)
- patches & updates are installed for Office Developer 2000
- previous applications packaged in Windows 98 ran & installed just fine across all Windows versions.
- what am I missing ????? (-:

I fixed the problem. Turns out the Office Developer patches must be installed in the AccessRT directory, otherwise they do not work.
