How to enable "Install Mode" on Terminal Services 1

I am trying to install Microsoft Critical Updates on a Citrix server running Terminal Services. I get this message, "Windows Terminal Server needs to be in install mode to continue."

I go to Add/Remove Programs and access the update site through that interface with the same message.

I go to Terminal Services Configuration and disable the connections with the same message.

Open a command prompt and type

change user /install

install the app and then

change user /execute
