How to enable local calling without area code?

How do you go about setting up local calling for users without dialing 1+ Area Code?
 
A great deal of info + time and testing is required to configure this successfully. Your local Avaya Business Partner is your best bet to help you thru the process.
 
Where in the ARS do you set this to enable?
 
It isn't a tickbox, it's a lot of thought and clever programming that's required to achieve this :)

 
Ok I have the following against the operator, Should I do the same in the ARS?

Here is what I have configured as of right now:
