You don't - that's the point of the autogenerated file. The system changes what's in it based on what's in the system configuration.
You can replace it with a static settings file that you upload to the system. But these days even that's not recommended. It will break too many things and mean that you won't benefit for some fixes/new features on future upgrades.
The recommendation is that you put any static settings that you require in a 46xxspecials.txt file and upload that to your system. The system automatically adds GET 46xxspecials.txt to the end of its autogenerated settings file when there is a specials file present.
