How to disable MSN.COM as the default site 1

In IE, Tools, Internet Options, the first box lets you change the default Home page.
 
Tools > Internet options > General tab > insert the desired start page in the Home Page "Address" box > Apply

It's too late at that point.

Every user, every machine, before the first time.
 
Is there not a registry hack somewhere. I can't find it in the GPO.
 
Gosh. From all the details in the question, I'm surprised we didn't get that the first go round.

In the Internet Explorer Maintenance Section of User Configuration-Windows Settings, there is a URL's item. Open that and you can set the default home page.

Something tells me that I installed that IE Maintenance part as an add-on to the GPMC, but I can't remember for sure. If you don't see it on yours, you should be able to find the download for the add-on on Microsoft's site somewhere.
